List of Achievements
Since its inception in 2021, all members of the Cadet Training & Modernisation (CT&M) Programme have been working hard to deliver the 23 recommendations of the Seafarer Cadet Review.
To date, the following has been achieved:
Completion of Cadet Syllabus Review and Delivery to Nautical Colleges.
- From December 2023 until May 2024 Cadet Training and Modernisation Programme reviewed and modernized assessment strategies.
Throughout 2022, the Cadet Training and Modernisation Programme reviewed all modules in the UK cadet syllabus across the Nautical, Engineering and Electro-Technical disciplines.
The updated syllabuses reflect the current practices and technology used on board, ensuring cadets are given the skills they need to operate safely at sea.
The modules are anticipated to be used from September 2025.
Thank you to everyone who provided feedback throughout the review process and to the nautical colleges, shipping companies and seafarers who are part of the CT&M working groups.

Delivery of Career Map and Report:
Journey4 Ltd. delivered the final Career Map and Report to Sub-group 1.3 on 10 November 2023. In this report they suggested the Career Mapping process should be split into three phases:
Phase 1: Initial Career Map with agreed gaps and report, delivered by Journey4 Ltd on 10 November 2023.
Phase 2: Fill in gaps and confirm descriptor through a “call for evidence”.
Phase 3: Deliver an interactive online version at a date to be decided.
The decision has been taken to incorporate phases 2 and 3 into the wider piece of work being undertaken by MUK to create an industry Careers and Skills Matrix. Sub-Group 1.3 will provide all the resources from phase one and support the MUK programme as required.
Following the consultation process, undertaken by Augmentas in the summer of 2022, the Maritime and Coastguard Agency (MCA) published MIN 678 (M) Enhancement to the Current Support for Maritime Training (SMarT) Fund and Additional Support for Junior Officers.
This MIN details a new, simplified mechanism to assist industry, increase UK Cadet numbers and improve the financial support available for UK Junior Officers to help them obtain their first management level (unlimited) Certificate of Competency (CoC). In addition, the MCA aims to make funds available for those UK Junior Officers who have already gained an operational level (unlimited) CoC but are not currently able to benefit from the SMarT scheme to assist them in qualifying for a management level (unlimited) CoC and progress within the industry.
Civil Service Awards Nomination:
The CT&M Programme was nominated in the Productive Partnerships Award - Ambitious category of the 2022 Civil Service Awards.
Syllabus Review Industry Consultation:
Sub-Group 1.2 completed a review of the entire Deck, Engineering and ETO syllabuses at the end of 2022.
Between January and May 2023, we performed eight industry consultations to review the suggested changes to the Cadetship syllabuses.
Since the completion of the consultations, Sub-Group 1.2 has reviewed all feedback received, amended the modules as appropriate and responded to those who provided the feedback. An overview can be found on our Industry Consultation Summary page.
Review of Merchant Navy Training Board Strategy:
In response to recommendation 19 of the cadet training review, the MNTB met on the 30 November 2022 to evaluate its purpose, identify areas of weakness, confirm its strengths and identify new opportunities. A new strategy has subsequently been developed, implemented, and launched by the Board in August 2023. The new MNTB strategy addresses the issues raised during the cadet training review and provides a clearer, more focused, and measurable set of industry driven key objectives for the board.
